What Is the Pope's Role in the Catholic Church? Papal Authority Explained
The papacy is one of the most distinctive and often misunderstood features of Catholicism. Why do Catholics follow the Pope? What authority does he actually have? And what does "papal infallibility" really mean — and not mean?

For non-Catholics — and even for many Catholics — the papacy can seem puzzling. Why should one man in Rome have authority over the faith and morals of over a billion people? The answer lies in Scripture, history, and the Church's understanding of how Christ intended to govern His Church. This guide walks through the biblical foundation, the historical development, and the practical meaning of papal authority today.
Peter as the First Pope: Matthew 16:18–19
The Catholic understanding of the papacy begins with a pivotal moment in the Gospel of Matthew. When Jesus asks His disciples "Who do you say that I am?" Simon Peter answers: "You are the Christ, the Son of the living God." Jesus responds:
"And I tell you, you are Peter, and on this rock I will build my church, and the gates of hell shall not prevail against it. I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven."

Catholics understand this passage as Christ's establishment of Peter as the visible head of His Church. The name "Peter" (Greek: Petros) means "rock," and Jesus is making a deliberate wordplay: "You are Rock, and on this rock I will build my Church." The "keys of the kingdom" are a symbol of authority drawn from Isaiah 22:22, where the master of the house gives his steward the keys — the authority to govern in his name.
This is not the only Petrine text in the New Testament. In Luke 22:31–32, Jesus tells Peter: "I have prayed for you that your faith may not fail; and when you have turned again, strengthen your brethren." In John 21:15–17, the Risen Christ three times commands Peter: "Feed my lambs... tend my sheep... feed my sheep." These passages together paint a consistent picture of Peter as the leader and shepherd of the apostolic community.
Apostolic Succession: The Unbroken Chain
The Catholic Church teaches that the authority Christ gave to Peter did not die with Peter — it was passed on to his successors through apostolic succession. Just as Peter was the Bishop of Rome until his martyrdom (c. 64–68 AD), each subsequent Bishop of Rome has inherited Peter's role as the visible head of the universal Church.
The historical evidence for this succession is strong. St. Clement of Rome (c. 96 AD) wrote authoritatively to the Church in Corinth, settling a dispute there — an exercise of authority that makes sense only if the Bishop of Rome had a recognized primacy. St. Ignatius of Antioch (c. 107 AD) described the Church of Rome as the one that "presides in love" over all the other churches. St. Irenaeus of Lyon (c. 180 AD) listed the succession of bishops of Rome from Peter to his own day as the standard of orthodox teaching.
The current Pope is the 266th successor of St. Peter — a line of succession stretching back nearly 2,000 years.
The Three Offices of the Pope
The Pope exercises his authority through three offices, corresponding to the three offices of Christ Himself as Prophet, Priest, and King:
1. Teacher (Munus Docendi)
The Pope is the supreme teacher of the faith. He is responsible for preserving and transmitting the deposit of faith — the body of revealed truth entrusted to the Church by Christ and the Apostles. He does this through encyclicals, apostolic exhortations, homilies, and other documents. When he teaches on matters of faith and morals, Catholics are called to give his teaching religious assent.
2. Priest (Munus Sanctificandi)
The Pope is the Bishop of Rome and, as such, a priest and bishop. He celebrates the sacraments, leads the liturgy, and is responsible for the sanctification of the faithful. He oversees the liturgical life of the universal Church and can grant dispensations and indulgences.
3. Shepherd (Munus Regendi)
The Pope is the supreme pastor and governor of the universal Church. He has full, supreme, and universal power over the whole Church — a power he can always exercise freely (Vatican I, Pastor Aeternus). He appoints bishops, convenes councils, and is the final court of appeal in ecclesiastical matters.
Papal Infallibility: What It Is and What It Is NOT
Papal infallibility is perhaps the most misunderstood doctrine in Catholicism. Many people — including many Catholics — think it means the Pope can never be wrong about anything. This is not what the Church teaches.
The doctrine of papal infallibility was formally defined at the First Vatican Council in 1870. It states that the Pope is preserved from error when he speaks ex cathedra — "from the chair" — that is, when he:
- Speaks as the supreme pastor and teacher of all Christians
- Defines a doctrine concerning faith or morals
- Intends to bind the whole Church
This is an extremely narrow and rarely invoked authority. In the nearly 2,000 years of Church history, papal infallibility has been formally invoked only twice: the definition of the Immaculate Conception by Pope Pius IX in 1854, and the definition of the Assumption of Mary by Pope Pius XII in 1950.
Papal infallibility does NOT mean:
- The Pope is sinless or morally perfect
- The Pope cannot make mistakes in science, history, or politics
- Every statement the Pope makes is infallible
- The Pope can invent new doctrines or contradict Scripture and Tradition
The Ordinary Magisterium vs. the Extraordinary Magisterium
The Church's teaching authority (magisterium) operates at two levels. The extraordinary magisterium refers to solemn, definitive definitions — like the two infallible papal definitions mentioned above, or the dogmatic definitions of ecumenical councils. These require the assent of faith from all Catholics.
The ordinary magisterium refers to the day-to-day teaching of the Pope and bishops in communion with him. This includes encyclicals, apostolic exhortations, and the consistent teaching of the Church over time. Catholics are called to give this teaching "religious submission of intellect and will" — a genuine, interior assent, not merely external compliance.
The ordinary magisterium can also be infallible when it represents the universal and constant teaching of the Church — what theologians call the "ordinary universal magisterium." The Church's teaching on abortion, for example, is infallible not because of a single solemn definition but because it has been taught universally and consistently throughout history.
The Pope's Role in Ecumenism
The papacy is both a sign of unity for Catholics and, paradoxically, one of the main obstacles to Christian unity. The Orthodox Churches separated from Rome in 1054 partly over the question of papal authority. The Protestant Reformation in the 16th century rejected the papacy entirely.
The Catholic Church is committed to ecumenism — the pursuit of Christian unity — and the Pope plays a central role in this effort. Pope John Paul II famously asked other Christian leaders to help him find a way of exercising the Petrine ministry that would be acceptable to all Christians. Pope Francis has continued this dialogue, meeting with Orthodox patriarchs, Anglican leaders, and Protestant pastors.
How Catholics Should Relate to the Pope
The relationship between Catholics and the Pope is not one of blind obedience but of faithful communion. Here is how the Church calls Catholics to relate to the Pope:
Obedience in matters of faith and morals: When the Pope teaches definitively on faith and morals, Catholics are called to assent. This is not servility — it is trust in the promise of Christ that the gates of hell will not prevail against His Church.
Prayer: Catholics are called to pray for the Pope regularly. The Pope carries an enormous burden — the spiritual care of over a billion people. He needs and deserves our prayers.
Constructive criticism: Catholics are not required to agree with every prudential judgment the Pope makes. On matters of policy, governance, and pastoral strategy, Catholics can respectfully disagree and express their views through legitimate channels. The history of the Church includes many examples of saints who respectfully challenged popes — including St. Catherine of Siena, who famously urged Pope Gregory XI to return to Rome from Avignon.
